The scheme I would recommend is as follows:-

One head postmen 825 - 830 by $1 annually, 14 postren sorters

$20 - $25 by 1 annually, 65 postmen 14 $17 by A1 good conduct badge after every two years service, and 29 learners at $12 to

813. All extra mail allowances, except extra 25 cents for Sundays

and holidays to be abolished. The postmen and learners only to

have free quarters or $2 a month extra. Uniform for all. Two

Chinese clerke to receive $10 a month each extra for acting as

schoolmasters.

Postmen to be taken on as learners at $12. After

two years good conduct they will receive a 1 badge. They are

to do stamping letters, carrying mail bags, pulling trucks, act

as messengers, pillar box clearers, and if necessary temporary delivery postmen. They must attend school in office (free) and before being promoted to rank of postmen pass in elementary reading and writing English, postal districts etc.

The next grade, pustmen, will chiefly do delivery

work, attend to closed mail room etc., they are to continue

school work, learn Geography with particular reference to postal

routes and sorting.They will finally be eligible for postmen

sorters, who can sort Chinese correspondance, Chinese newspapers,

local correspondence and do much of the work that is at present

done by the clerk class at much higher rates of pay. I attach a

comparative statement showing the maximum cost of present staff and proposed staff. The annual difference is £3,384 to which must

be added $240 for teachers allowance making 83,624. Even if the

salary of all the men were raised to $12 the increase would cost

$2,329 per annum. All the men would have to deposit 850 in money

as a guarantee of service.
